The expression "it has never been easier" and others formed like it use a negative construction for emphasis.

"It has never been easier" = "It is easier now than it ever has been"

"He has never been happier" = "He is happier now than he ever has been"

"The Internet has never been more dangerous" = "The Internet is more dangerous now than it ever has been"
